I have just been informed through the Welsh Society that last Thursday the Minister for Agriculture, Fisheries and Forestry, The Hon Tony Burke MP tabled a bill to introduce a levy on ALL registered horses.
This will be a one off payment on registration to be colected by the registering body and will not be retrospective.

It seems that the entire equine community is being expected to pay for an issue that was brought in by the thoroughbred industry and spread by lax quarantine procedures. It is also surprising that this Bill has been tabled before any news of the Cullinan inquiry has been made public.
I think if this Bill passes it will have a significant impact on the registration of horses. No registartion no levy (the sum of $100 has been mentioned)
EI affected the entire equine community from owners of all description, breeders, farriers and feed merchants. regardless of individual roles. The major recipients of government assistance were the thoroughbred breeders and the most diasdavantaged were the small breeders/hobbyists and riders in areas across southern Australia that were not in an infected area but were in an enforced quantine zone and did not/have not had accesss to any vaccine.
Perhaps the committee should digest this information and consider a response to the Minister on behalf of the members.

Past experience indicates the futility of objecting to bureaucrats when it comes to (their) money matters, however we will do so as a matter of principle.
We will NOT be collecting their money from Members for them; after all we are only doing at our expence what they should be doing at theirs - preserving our equine heritage. Why should "we" pay for their stuff up.
Anyone thinking of Registering their Waler should, however, do so before the legislation is passed - if it is - as I believe it wont be retrospecyive.
There are other avenues we can explore.
